Norway’s International Climate and Forest Initiative (NICFI) and the Norwegian Agency for Development Cooperation (Norad) will be organizing a workshop – “Oslo REDD Exchange” – 23-24 June 2011. The Oslo REDD Exchange 2011 workshop will focus on how to promote the social sustainability of REDD+, with a particular emphasis on the exchange of experiences from the field. The Oslo REDD Exchange will possibly be the first of a planned series of REDD Exchanges and workshops.

Purpose/Objective
The The key target groups for the Oslo REDD Exchange 2011 are REDD+ practitioners and technical experts, donors, the scientific community, Indigenous Peoples and forest communities, civil society organizations and international organizations that are directly involved in “making REDD+ work”. The Exchange will be informal and participants will attend in their personal capacities. We aim to ensure effective, open and transparent professional communication and exchange of views. A summary of the discussions held and recommendations made will be drafted and circulated.

The main focus of the workshop will be on REDD+ safeguards and on policies to address the underlying drivers of deforestation in the most efficient way in REDD+ implementation nationally and globally. REDD+ holds great potential to contribute to sustainable development, and to improve the lives of the local communities and indigenous peoples living in or around forests. At the same time, if insufficient attention is paid to address risks early on, REDD+ activities could undermine the livelihoods and rights of forest peoples. The Cancun Agreement established a set of ‘safeguards’ to be supported and promoted when undertaking REDD+ activities.

Immediately ahead of the Oslo REDD+ Exchange the UNFCCC will meet to discuss guidance relating to social and environmental safeguards. The Oslo workshop aims at discussing the status of these processes, and to see these in relation to other commitments and standards the REDD+ countries themselves have domestically as part of national legislation, and through collaboration with multilateral organizations with a well-established safeguards regime. At the same time the ultimate goal of REDD+ is to reduce deforestation in the most efficient and effective way. The workshop therefore also aims at discussing what are the most efficient ways and policies to reduce deforestation and forest degradation and to target the key drivers of deforestation and forest degradation nationally and globally. What would the effects of such policies be?

The Oslo REDD Exchange will not prejudge the outcome of formal discussions, which will continue throughout 2011. Rather, it aims to inform negotiations and other processes through presenting and discussing ongoing practices and emerging experiences regarding environmental and social sustainability of REDD+ efforts.

The workshop is open to all participants involved in the REDD+ agenda globally, but participation requires an invitation from the organisers and is subject to space and budget limitations.
